The power to declare war is given to congress in Article 2 of the Constitution. Therefore, congress doesn't limit the president's war making power, it must grant it in some manner.

yes, if I remeber correctly its called the war powers act. Additionally, there are also limitations placed on the presidents war making powers in the constitution.
