Actually Eurasia is made up of the whole of Europe and the whole of Asia combined together to make one supercontinent out of two separate continents. Within it, what is Europe is still Europe and what is Asia is still Asia: There's absolutely no confusion about which part is which.

Russia and the Baltic states (Estonia, Latvia and Lithuania) are what are generally considered to be "northern eurasia" in terms of geographic situation.
Politically, these three countries are a part of Europe. If you look at a list of countries that are a part of the European sub-continent, you will see them on it. In fact, Estonia is petitioning for EU membership.
Culturally and historically, these countries are more similar to Europe than they are to Asia.

In school and in references from reading, a good place to describe the break between Europe and Asia is the Ural Mountains. They span from the Artic Ocean to around the western border of Kazakhstan. Politically and socially, the major cities of Russia are in the geographic area of Europe and resemble European cities much more than their Asian counterparts. Russia does a good part of its trading with Europe.

Well, no one would dispute that Finland, Sweden, and Norway are European, so I assume that you are talking about Russia.
Russian culture has more in common with European culture and languages than Asian culture and languages, so many people say that Russia is part of Europe, instead of Asia. Also, Russia's major cities (Moscow and St. Petersburg) are closer to Europe, so they are naturally more European. The cities near China and Korea are smaller and not as well known, so they do not affect the culture of the entire nation of Russia as much as Moscow.
