Carter was worse than Nixon. Nixon got nailed on actions he intended to do. Carter screwed the country just because he was incompetent.

The Bush admin. is pretty bad (9/11, iraq war, patriot act) Clinton was pretty bad (9/11,waco, okc bombing) But we'll find out more about these two criminals as time goes by.

Are you talking about corruption or failures? In terms of corruption, Grant and Clinton have got to have been the worst. In terms of failures, Carter and Hoover.
