I have no idea on maintenance. Just am so excited to have a pool to enjoy. Any tips suggestions would be greatly appreciated..

No. Instead, you'll need about 2-3 tons of sand to put under the pool. It'll need to be about 3" deep by the diameter of the pool.

Placing a tarp will not stop bumps and holes in the ground from telegraphing through the bottom when it is full. Remember, a 13' diameter x 39" deep pool of water holds 2,974 gallons and weighs a whopping 24,824 pounds (12-1/2 TONS!), so if there is a "divot" or a rock or a bump, that floor is gonna stretch and possibly tear.

You don't need a tarp underneath, but I would suggest a smooth layer of sand. The biggest problem will be maintaining the water quality; you will need to add chlorine from time to time to keep algae from growing, but the chlorine will affect the pH of the water, so you will have to add acid or alkali to adjust it. Eventually, the added materials will make the water less pleasant, so you can drain some and replace it with fresh. The chlorine will last longer if the pool can be covered when not in use (which will also help keep out trash), but a 13-footer will not be that easy to cover.

The instructions that came with my pool said to use a ground cover that was supplied with the pool. The ground will need to be fairly level. I tilled up the area and leveled it as much as possible. I would spray the area with a good grass and weed killer as many types of weeds and grass will grow thru the ground cover and the pool liner. I found this out after 4 or 5 weeks as grass was growing in the pool bottom.
I would use a tarp or a weed block fabric. A water test kit must be used and clorine specialy formulated for vinyl liners used to avoid damage to the liner.

Rent a level.......and get instructions how to use it. Otherwise you pool could be lopsided.......not good for holding water. Otherwise, get the longest level you can find and the most level board. I suggest excavating down about 4 inches or so and filling with sand......it's easier to level and makes a better bottom for the pool. When setting the side walls, make sure they are completely vertical and level on the top (remember the level....) The vinly inside goes over the sand, tricky to get it laid out and not leave foot prints in the sand. Gradually fill the pool with water to help smooth out the vinyl.......it's amost impossible to get it without wrinkles otherwise.

Oversize your filter. If they say you need size X........get a larger size. It will be appreciated when filtering and cleaning.

We set up our own pool the first time. Second time we hired it done......we have a much better job the second time. LOL!

you have to spread sand out underneath the place you are putting the pool. Make sure it's level and then start the set up.
