You only get the free upgrade if you were offered one. Most manufacturers that are offering free upgrades stipulate that the laptop must have been purchased between august and december of last year. If you meet those requirements and still have the receipt/proof of purchase... then just go to the manufacturer's website and look for links that mention Vista or Vista upgrade. For HP this link is on their main page to the bottom right.

Contact the manufacturer of your laptop to see if you qualify for a free upgrade. Otherwise be prepared to pay

When you bought it, you would have received a "free upgrade to Vista" coupon. If you don't have the coupon, you can't upgrade for free.

If you didn't get a promise of an upgrade from the store where you bought it, you can't.
