Not in very many places these days, but it would depend on your geographic location. Its not much use getting a free service if you have to make an international phone call to use it.

It also depends on what you mean by "free". A completely free service would use a freephone telephone number for the connection (and would probably have to be advertising supported)

Get an aol dial up connection. They are free to have and you can have it for awhile. Then delete it and start a new one.
