From the US mint website (I can't find the weight of one quarter):
100-coin bag of quarters weighs 1.42 lb.
1,000-coin bag of quarters weighs 13.42lb.
So, I calculate it takes about 70 to 74 quarters to weigh one pound; average about 72 quarters.
I can't find the weight of one quarter to get a more accurate calculation. Also the weight given is for "a bag of quarters" so I assume the weight of the bag is included.

Edit: I didn't look hard enough. I've now found one quarter weighs 5.67 g = 0.012474 lb. So I get the same answer as Parmeet, about 80 quarters.
