the cheapest way is that you can try and grow the seed (from the hip) of a hybrid rose. Beacause they are hybrid, the plants that grow from their seed will often not resemble the parent plant. And so, once in a while, you can get a new kind of rose (although they are called as a new cultivate and NOT a new species.) Of course, there are difficulties along the way such as some hydrid roses are infertile and will not create viable seed/hip and you have to wait quite a while for the new rose to mature and flower also, not the chance that you get a rose variety that worth keeping is while low.

this is being worked on in laboratories right now. you would need an extremely expensive microscope (billions) and extremely expensive machinery. You would have to somehow combine DNA of two different flowers without causing cancer. this is not possible unless you are unbelievable rich.
