all online games are inappropriate for anyone under 14,
there are too many immature people out there not to mention
the pedofiles.

First off, you're not suppose to be on-line with games if you're under the age of 13, and most people assume that the people playing on-line are 16 or older. So I think it would depend on what you think is inappropriate or not.

A lot of on-line gamers are alright, but you're sure to have the person who wants to have sex with everything that's on the screen and the people who think that it's fun to swear at everyone or make comments that are more for mature people. I have not played Sims on-line, but I know that almost every on-line game is the same if it allows people to talk to each other and the fact that Sims allows people to make their people to have sex in beds, hot tubs, and changing stalls.
