Here is a site that I saved for you. It gives the total graphs for last year in April, you can check for other years, but really they will not vary much.

Best thing to remember is ¡ hot - hot - hot !

If you are asking about the city of Veracruz, the other answerers are right...it is hot...but not as hot as from May thru Sept. If you are asking about the state of Veracruz, many parts are very pleasant...up in the mountains near Xalapa (where I live) the weather is perfect in April. Elevation makes all the difference. It is always hotter and more humid near the beach.
