Depends, go to your hosting people's website and have a look what cgi scripts they have. mailto: can be used in an tag which will open up outlook/default mail client and email that way however, if you want to send an email from a form on your html page, you need an smtp server and/or a script.
In short, all hosting companies that I'm aware of provide the use of scripts like formMailer that you can use to send emails and have info about them on their websites, its pretty basic stuff.

Go over to Hotscripts.com there are a bunch of forms to do this. Just be careful as they can be abused.
If you just want a form to send an email to you - you still need to process the form data so it will not be just run together text. So you still need form processing scripts.
Many hosting companies provide these with your hosting service by the way.

Both formpix.com and jotform.com have auto-designers that will both help you design a form *and* wonder of wonders intercept the email and forward it to an email address of your choice!
