Punkies is partially correct. The President may sign or veto a bill, or may simply not take any action. For the last, if Congress is in session, the bill automatically becomes law without the President's signature after ten days. If Congress is out of session, the bill dies-- this is a pocket veto.
So, a President may veto a bill if he strongly disapproves, or may simply take no action if, for political reasons, he doesn't wish to signal his support of the bill, but is not so opposed that he feels it necessary to attempt to prevent it from becoming law with the veto. He may likewise pocket veto an item if he does not want to be seen as directly opposing a bill, but does not want it to be enacted. Such maneuvers are the result of bargaining with various Congresspeople on deals to support/oppose overall legislative programs.

The President has 3 choices when presented with a bill from Congress. He can sign it and it becomes a law, he can veto it, in which case it goes back to Congress for either revisions and resubmission or a veto override vote, or he can let it sit on his desk unsigned and unvetoed until the current Congressional term expires, in which case it is automatically vetoed in what is called a "pocket veto"
