Copy the URL of the Japanese page into the designated space on this page:
http://babelfish.altavista.com/

Choose "Japanese to English" then simply click "Translate".

In a few moments, the page will come up in English. The English on the page will be very ODD, but you should get the idea of what the page is about.

If you have the Yahoo toolbar, there's a translate button. Go to the site and click the translate button, it automatically reloads the page.

depending on how they made the page and what apps were used, yo ucan try right click on the webpage and translate it. google has tools and there are other software programs that can.
