I have looked online and nobody seems to have a good "blueprint type" plan with pump specifications and things like that.

That is going to be hard to find. I suggest that if yo really want to build it yourself(which means you will be making it for a specific tank) that you will actually have to get on the phone with some of the makers of sumps. Most are not going to share many parameters with you(they patents to protect) but they might be able to point you in the right direction. If you want to keep asking in yahoo ask I would try the Architect and design sections.
