I have a 1997 Ford Aspire and im getting about 21 miles to the gallon . What the hell could be causing a car that should be getting 40 miles to the gallon to do so bad ? I have changed the air filter , and spark plugs . What else?

The fuel filter may be clogged with dirt also PVC valve mabe shot. timing maybe out. spark-plugs and wires. how are the Tires good tread , psi, same tires etc... also when was the last time the transmission oil was changed, also engine oil .
what type of oil can also affect some times.

How much weight do you carry in the vehicle, both passengers and stuff, including tools? How fast do you accelerate from a stop? If an automatic transmission, where is your left foot when driving? You'd be surprised at the number of cars that go sailing past me at over 65 mph with the brakes applied (tail lights are bright and that extra red light which is only for brakes is on). If none of these fuel guzzlers apply, then you may need a full tune up with electronic diagnostic. There could be a problem with the engine control module.

I'm stumped, because you didn't mention anything about the "Check engine" or "Service engine soon" light being on. And I figure you'd have mentioned that because it's important, in fact, may be the key to the whole thing. Being a '97 it has "On-Board Diagnostics II" which will light the light for almost any fuel-related problem and then provide rich diagnostics to a scan tool.

Other than that... stuck brakes? Driving habits?

Has the car ever gotten 40 mpg... for you... the way you drive now? Mine gets 40, but I drive a stick. I'm pretty sure I drive economy-minded, but then, everybody thinks that about themselves.

check fuel filter, pvc valve, do a tune-up, check tire pressure, unload extra crap from car (every 100 lbs decreases gas mileage by at least 1mpg.

Other than that... it's a crappy car. We don't call them Ford Expire for no reason. they expire pretty fast compared to a well built honda.

It is probably the fuel injectors. I use Prestone brand fuel injector cleaner that you put into the gas tank - it helps immensely most of the time. If it doesn't help, you may need to replace some injectors. I usually do this about every third to 4th tank of gas to make sure they stay clean.
