I am currently seeking another job opportunity outside of the Mortgage industry. I have received one job offer that is outside the Mortgage industry that pays more than what I make now.

I am currently a temp/contractor thru a Mortgage company. My current boss has offered me a perm position and has already submitted the paperwork for that...but that was over a month ago. And lately- I have not been happy at work because of a couple of people there and how stressfull the job has become. I have even heard a few of my co- workers saying that they are thinking of leaving...some have even quit. Its a good job with great pay- but I would like to be out of the Mortgage Industry.
Just recently, I asked what was going on and what was taking so long with me becoming perm. My boss told me that it still has to go thru a few other people to approve me to be perm and then he told me to hang tight. I am honestly tired of waiting since it has been over a month.
Should I take the other job or stay?

You have to weigh out your options, do you want to leave your industry? Do you want to wait at your current position and continue to be unhappy? You have to figure out what is best for you all around. If you need to make more money now and the other job is offering more now then take it. In my current position I was first here on a per diem basis my boss asked me to stay perm and she submitted paperwork that took 3 months to get approved and would have taken longer had she not broken down and cried in the CFOs office to get him to sign off before I left. I only stayed because I use to work but had this been a job where I had not worked at I would have found employment elsewhere. Good luck

Take the new job offer that is offering you more money and hopefully less misery! Put in your two weeks notice and jump that sinking ship. If your current job really wants to keep you they will offer you the permanent position right away. If they are just stringing you along then they will say goodbye and then you can be grateful that you left. GOOD LUCK!

my advice to you would be, take the other position your clearly not happy in your current employment .
I don't really understand your dilemma
you new post pays more and is away from a job you yourself said is stress full,
If you feel a sense of loyalty to your current employer don't because at the end of the day you are just another number on the pay role.
You have do what is best for yourself
