Issues of importance for selecting ANY computer, where it sits has nothing to do with what makes a computer a goo choice.
CPU - Dual core is very good, Quad core is the latest.
RAM Never less than 2GB DDR 2 or 3
Hard drive; SATA over IDE, Large drive is always better than smaller. With 16MB Cache
best bet!
Wireless and Ethernet ready
Graphic card over On board Graphic.
WIN Media - OK, XP PRO better, VISTA you are a head of the game!
Forget all the CRAP about VISTA! VISTA is the new Operating System for the PC and at Christmas time, ALL PC will be preloaded with VISTA! So, don't buy backwards!

At this point, I say go with the cheaper computer. Both Toshiba and HP have a pretty good reputation in the computer realm; and since they have the same processor and the same amount of RAM, you can bet that your speed will be pretty much the same.
If they are around the same price - go with the Toshiba. They are giving you more space, after all. Another thing to consider is the operating system. Do these machines come packed with Windows XP, or Vista? Vista being the newest version of Microsoft's Windows.

I would take a look at Dell notebooks you will be able to get a better price sorry I just love Dell---- now there are going to be differences other than hardware- which one comes with a better warranty notebooks being so small tend to have issues after the first year and what software is included w/both--- I have heard that the battery life on Toshiba notebooks are super long so for that I would go w/Toshiba-- HP is a sinking ship I would never buy anything from them they cut a lot of corners to get a better price point which drops the quality of the end product

I would recommend the Toshiba Satellite A135-S4487. It has a bigger hard drive, and it will last longer than the HP you listed.
