Sara, it's probably not very responsible for me or anyone else here to try and diagnose the condition you're describing...after all, we are not Orthopedic doctors.
So, take the information I give you with the proverbial grain of salt.

Is what you're describing like this picture?

If so, it's a condition known as knock-knees or sometimes bow-leggedness (medical term is genu valgum) mostly caused by irregular growth of the lower leg bones and weak ligaments which results in inadequate support of the body's weight causing the knees to come together and the ankles to spread apart.

You'll probably be referred to an Orthopedic specialist who can best diagnose and prescribe what would be necessary to make corrections.

Now again, you may have something totally different from what I'm suggesting.

Here's some information:

Good luck!

Doesn't sound like a very responsible doctor to just say wait until you are 18 - clearly that didn't work. I'd seek alternative medical help!

Go to the doctor. Uuuhhh...a different one than the one who said to wait. I went to school with a girl who has Osgood-Schlatter's disease and what you have sounds similiar.
