Here are the issues:
Dual Core is good, Intel is the fastest for now, AMD is good price for performance.
QUAD Core is being sold too!
RAM: No less than 2GB DDR2, DDR3 is out there.
Hard drive: SATA over IDE, largest size in GB is ideal, under 80GB is a loser!
Graphic card over On Board Graphic
Wireless card and Ethernet READY
XP PRO OK, Home is out and VISTA is best!

Intel Core Duo. Normally much faster and easier to over clock.
