Yes.

There are several programs like Partition Magic & Norton Ghost that will repartition a hard drive without erasing any of the data on it.

This one is free :

Partition Logic is a free hard disk partitioning and data management tool. It can create, delete, format, defragment, resize, and move partitions and modify their attributes. It can copy entire hard disks from one to another.

Partition Logic is free software, based on the Visopsys operating system. It boots from a CD or floppy disk and runs as a standalone system, independent of your regular operating system. It is intended to become a free alternative to such commercial programs as Partition Magic, Drive Image, and Norton Ghost.

No you can't. you can re size the partition make it smaller then create new partition on the UN allocated space and format it this way you do not lose data. use partition magic or partition manager to do that.

You can use Paragon's Partition Manager for this purpose. Really good tool, I've used it to resize my Windows partition, it worked great! Here's pcmag's review: http://www.pcmag.co.uk/2163792
