He was both. He was a Roman Consul, a Roman Governor, a Roman General & a Roman Dictator (there were lots of legally elected Roman dictators who were put in place in times of an enermegency in the Republic). He only became a tyrant when he declared himself Dictator for life but he treated the general Roman public better than the Roman Senate ever did so I don't think they thought of Caesar as a tryant, I think they liked him as their leader. It was the Roman Senate that thought Caesar was a tyrant & that's because they lost all their power when he became dictator.

Caesar was a great man. If he'd been allowed to live, the Republic would have continued instead of the empire.
