As a seedling they don't need fertilizer because they live on the stored food in the seed. Once it gets better established you can use an organic fertilizer like Espoma Plant*Tone. Organic fertilizers are easier on the new tissues of a seedling.

If it is growing straight up and not branching try moving a light closer to the seedling. You can move a flourescent light to within 10-12" of the top of the plant. If all you have is an incandescent bulb you have to move it back to a few feet some because of the heat it produces.
