The boiler is upstairs about 2 metres away from bath taps

Try running the hot water on the bath with the tap half open. A bath hot tap takes a lot of water from the boiler and it takes it so fast that it doesn't have chance to heat the water fast enough. through the heat exchanger.

I moved into this house the boiler was thirty years old, but really heated up your bath water in no time, I bought a combi boiler and it takes a life time to fill the bath I have even put a kettle on to put hot water in the bath, I then was told to buy a shower that would run off my combi boiler when I was decorating my bathroom, another big mistake the old shower was far better, I would never have a combi boiler again , good luck

when you first run the hot water in the bath yes !! the water left in the pipe between the boiler and the tap will not get reheated but once that is out , it should be the same temp as downstairs 30seconds or so ?????? if not the case call a plummer

Is the boiler downstairs? and do you have your water pipes insulated as that will help to keep the water hot.

Sounds like you have air in the system.
Bleed the system of air and you should be fine.
