I was at the beach one day when a fish had washed up (alive in the tides) It was small (about 3 inches), light green in color and had three large, black, almost diamond shaped markings on its side. It was quite tropical looking but this was the Jersey shore.

My guess would be a damselfish that some jerk who didn't want to take care of his saltwater tank any longer tossed into the ocean. The colder water in your area is slowly killing it and that is why it washed up.

Light green is the color of a couple of the damselfish species sold for home marine tanks.

A baby ocean perch would be my guess.
