as an aid to moving uphill and uses it as a generator when going down hill?
I would have though this to have been a green method of transport - but am not aware of anything being available.

there are kits to install Hub Motors , a search will show lots of suppliers , kits range from $200 to $800

Na probs coz going back down wont produce enough power to charge it. Just think how much peddling the old dynamo lights used to take, just to power them!
