Say as little as possible. Generally you should put down past employers as references. Then as the employer simply say if you would hire them again or not.
Even saying something like your friend would make a "good" employee and not saying "great" could make the difference. It is a cruel system and you are the one liable. Your friend could easily sue you if you don't give him a great reference and the company could sue you if you falsely did.

Hopefully the company just asks you a couple simple "yes or no" questions, that would be the ideal out for you.

Never say anything bad. If they were terrible just say you knew them/ they worked for me from this time to that. If you liked them you can say on a personal level that they were great, but all professional references should be directed to HR
IF you are the boss you can say that you liked them and you would be happy to work with them again, you should avoid saying that they would work well in any position because you have no idea what the new job will be like.

It is best to keep it simple because you are legally responsible for the reference you give. Give dates of employment, job title, and a brief description of duties. You should not share any personal opinions or stories about the person, good or bad.

Personal or professional reference?

If they are asking you as a personal reference, say whatever...someone above gave me a good laugh by saying you are his parole officer.

If they are calling you as professional reference, follow your company guidelines.

Just answer the questions honestly. The call will probably only last about 5 minutes.

They are going to ask you if the person ever worked for you, or with you.

How long you have known them? Are they a good, ethical person? Would you hire them?

Stuff like that, no big deal.

How long you have known each other and any monetary dealing you may have had that he repaid. Keep it short and let them ask the questions.

tell that person what type of personality does your friend have. That is all. Just mention what you think of him/her as a worker.

Tell them you are his parole officer and if they hear from him to tell him to give you a call.
