Basically, generally, a totalitarian regime.

To be somewhat more precise, if the political party is headed up by only one man, it would usually be called a dictatorship.

If it was headed up by a small group of people, you would have an oligarchy.

If it was headed up by religious clerics, it would be a theocracy.

most people would say Totalitarianism... however you could also argue for a Facist government (which is similar to Totalitarianism).
