It depends on what you think the word "this" is referring to.

If it's referring to the entire sentence, then yes, it's a question.

If it's referring to itself (the word "this"), then no, it's not a question.

If it's referring to the ink used to print the sentence on the page, then it's not a question unless you believe that all physical objects are questionable.

I could go on, and if I were actually writing a Philosophy exam I probably would, but you get the idea.
