I know exactly what you're talking about, there are a few different brands of coin-operated telescopes and binoculars, but I don't think there's a specific name for them. I think they're great, but I'm so cheap, I just look at the index on the base that shows what attractions you're supposed to see and I point my own binoculars that way.

Binoculars don't have to be hand held.
A telescope is single-lensed. Binoculars are dual-lensed, hence the prefix "bi".
