High SPF sunblock usually leaves a white film on my skin (I am african american with medium brown skin) and I was wondering if I could mix it with like a better moisturizer (in my hand when I put it on, not in the bottle). Will it still be as effective?

Yay. Make sure you use like simple common stuff though. So take like KiDS sun block & SuAVE mostureizer & that will work fine.
