Cassius is speaking to Casca of assassinating Caesar.

Now you know Casca, I have convinced some noble Romans to undergo a dangerous yet honorable task (assassinating Caesar). For this task they wait for me in Pompey's porch. This is a fearful night as you can see, since the streets are empty.

I'd have to read more to get the proper context, but I think that's more or less what he's saying.

Casca, I have persuaded some of the finest Romans to go along with me in this plan -- a plan that is dangerous but honorable. And now they are waiting for me in Pompey's porch. And on this fearful night, the streets are silent and no-one is out walking.
