It's just because of the fact you're staring at them. Your brain focuses on the central image. The way you look at someone depends on the situation. If you don't know them/ haven't seen them for a long time you will probably be scanning their face and picking up all the details. Depending also on your personality you might by looking at their eyes (they play a great part in facial expression. I'm shortsighted and without my glasses I can get a completely wrong message because I can't see their eyes). You might also be looking behind them.
Depending on how you usually look at them, when you change for any reason you will see them in a different perspective and their image may appear to change.
Also playing a part is the fact you may not have seen them for a while and have built up a mental image of them which is not the same as their actual image.

If you're interested in strange illusions to do with sight try this:
Look at an object in the distance (20-30 feet away), such as a clock on the wall. Close one eye, hold up your arm and line up your finger with the object. Now without moving your finger or your head, close the opened eye and open the closed eye. The object in the distance will appear to jump to the side...your finger will no longer be lined up. This shows that different images fall on each eye.

there is an ad in this section for double glazing, you purchase one and get one loose, in reality the chap shouts it on the exhibit, i will not get to the distant administration speedy sufficient, it only annoys me after I see it. the different week I replied the doorbell and there became a salesclerk desirous to understand if i could favor to replace my double glazing, and he became from an identical organization from the television ad. Oh, this is so weird, because the exact same thing happens to me all the time. Its like some kind of worped reality thing. Its probably just our eyes playing tricks on us, though.
