Atomic Mass of PtCl4 is:

Pt = 1 x 195.084 = 195.084
Cl = 4 x 35.453 = 141.812

Atomic Mass of PtCl4 = 336.896

3.5 = mass of dehidrated solid
3.5/336.896 = 0.0104 moles

1.5 = mass of H2O
1.5/18 = 0.083 moles ( the AMU of H2O is always aprox 18)

0.0104/0.0104 = 1 x PtCl4
0.083/0.0104 ≈ 8 x H2O

So the ratio is 1:8

And the Answer is : PtCl4 8H2O
