For questions, thumbs up has been eliminated in favor of a star system.
Questions can still be given a thumbs up/down. Too many thumbs down, and people will see the answer as automatically minimized. Thumb's up contribute to the points a person can earn for getting Best Answer.

You just click on it. Thumbs up for a good answer thumbs down for a bad one. You have to be at least level two though. Have more than 500 points that is.

You can't until you're at level 2. Then you just click on the thumbs up or thumbs down.

You need to get to level 2 first. You are still at level 1. Answer some more questions and accumulate more points, then you can do the thumbs rating ;)
