It depends. There are some legit ways and some cheating ways.
Legit ways: Do all your priviledges each and every day with out fail. Within a 6 month period that will put you on level 6. The gap between 6 & 7 is extreme.
Cheat way: Contact, there's that word again, with someone to make sure you get best answer every time; use that contact to give you thumbs up on best answers, create multiple accounts, give yourself best answers and thumbs up on those best answers.
I am so busted, and reported.

It depends. You could go on a hot streak and get a lot of best answers picked. You set the pace.
