Daylight saving time was changed because of an energy saving plan passed by Congress in 2005. The congressional change was passed to reduce energy consumption later in the day by having a later sunset. Supposedly, it's a move that would end up saving billions of dollars

Daylight savings time was designed to move a daylight hour from the early morning to later in the day allow for more work to take place during normal daylight, saving energy that would have to be used to provide artificial illumination. This was a much more dramatic effect in the past than now since industry is pretty much a 24 hours a day thing, but it still allows for some conservation.

The President in his 2005 energy bill extended the United States observation of daylight savings time to make the appears he was trying to save energy. Lets not forget he is an oil millionaire and improving fuel efficiency is not in his best interest.
