You wouldn't contact the governement just yet. You might want to contact or get ahold of one of those patent agencies or invention agencies where you can show them your idea and see if a patent can be put on it. Then if that goes well, you can then run your idea to your local mayor who can then move the info up the chain to the governor or a state senator, etc, etc. Eventually you would want to have your state senator ok the idea and he could introduce it to the House of Reps and the Senate...who would eventually vote on the idea and then you would be handsomely rewarded for your idea. and then do whatever you want
