The scrotal sac needs to be at a temperature that is a few degrees lower than the body temperature. When she holds them, she raises the heat and the body is reacting to try and get it cooler

Probably the cremasteric reflex, in which the cremaster muscle draws the testicles up closer to the body. The normal function is to keep them warm, but contact on the scrotum and innner thigh can cause this as well.

They're suspended in the scrotum. You know that item some people have on their desks that's a row of metal balls hanging by string? They're all freely dangling, and they're affected by motion around them. That's how a man's balls are also. It may be less so when they are aroused; then they tend to draw up.

The cremaster muscles moves them up.
After you've been aroused for a while they draw up in preparation for you know - their big finish.
