if c is the speed of light then:

v/c = ((1 + z)^2 - 1) / ( (1+z)^2 + 1 ) =>
v/c = (9-1)/(9+1) = 8/10 = 0.8 =>

v = 0.8 * c = 0.8 * 2.9979 10^5 km/s ~ 240,000 km/s
