Yes, you can/should ask that. I think it is a very valid question. Why take valuable time out of your day to visit an apartment that could be way over your price range?
Maybe first ask them, "I'm calling to find information about the apartment for rent. What can you tell me about it?". If they don't tell you about the cost of rent, then ask.

Absolutely. They will tell you. They do not want to waste their time and yours. If its an apartment complex, there is generally a management company that handles the rentals and they are always happy to tell you the rents.
Just make the call. Don't be shy.

For Gods sake why wouldn't you want to know? Any rental agency with a name will spell out precisely what the rent is, what the down payment and security, and other charges. If they do not why would you want to live there?

As far as I know, they're allowed to tell you when you call and can tell you without you supplying any information.
They're trying to get the apt. rented, though, so they may try to get you to see the apt. and community first so the rent won't scare you away. They may want your name and contact information first so they can contact you in the future.

Yes, they'll tell you. If anyone ever called me and asked, I'd tell them. You might expect them to then say when would you like to see it and fill out an application? That weeds out people who can't afford it.

No, you ask them, they'll be happy to tell you.
You have to do that to determine what properties you want to take the time to visit.
Also, you should be able to look on www.rent.com and find properties, but I don't think they guarantee their prices are exact.
