No you cannot drive a car without a permit, the only lawfully excuseable instances are if you are capable of driving (capable is hard word to define) and there is an emergency where you have to take someone to the hospital, or you live on a farm and need to drive around. You must be able to successfully manage the vehicle and have an adult with you.
To get a drivers permit you need to be 15 years old.
Careful if you get caught driving under age, the laws are different in different states.

Not on the public streets. Age to get a permit varies by state but it typically starts at age 14 with a regular licence at 16. Some states require other ages, but probably not exceeding 18.

no you can not drive with out a permit and age i think varies from state to state but i think 16 is the normal age. and even woth a permit you can not drave after 5pm and a licenced driver must be in the car with you

No, you can't. the ages for driving differ in different states, call your DMV and ask them, or ask some of your friends in school.
