What I'm trying to get at is this, does it actually mean anything or is it just some hyperbolic statement, because for the fourth time since last fall I saw a car in the Albany, NY area with a bumber sticker bearing that slogan that was clearly faded. So obviously the colors can run or be corrupted. So what does it mean then? Let me know.

Well...probably means that we do not run from conflict as a country, nor does our military and for that matter, the colors in our flag do not run...though I have seen some fade.

There referring to the colors on the flag, red,white and blue
and what they represent as a nation we will stand strong in the face of the enemy. As for the bumper stickers the print shop needs to use a ink that doesn't fade when ultr violet rays hit it.

That phrase came to the forefront just after the 9/11 attacks.

It applies to the U.S. Flag. It means we are not cowards, and will not run in fear in the face of terrorists.

It means that when wet, the colors won't run into each other. Doesn't mean that any kind of weather won't have some long term affect on the item. Just that they won't bleed into each other when wet. Sun can still cause fading.
