It wasn't Bill Clinton , I can't believe your Republicans you must have Bill Clinton on your man day and night. Think about what you got in there at this time not yesterday. I have no idea how many lost the popular vote and became President except George Bush and along with losing both Presidential elections and installing himself in office. That was Mr. George W. Bush.

Bill Clinton twice I think.

Clinton won each election with less than 50% of the popular vote. They only time that ever happened twice.
1992 he recieved 46% of the Popular vote and 370
electorial votes He ran against GHW Bush and Ross Perot
In 1996 he recieved 49% of the Popular vote and 379
electorial votes. He ran against Bob Dole and Ross Perot

Bill Clinton didn't lose the popular vote for President. He got more than anyone else both times he ran.
