It's making a whining sound, thought it was only happening when it was still cold(we live in MD), but, it is still happening after I warm it up, it's not 4wd.
my neighbor says it could be the water pump going out or the alternator?
Is this expensive to fix(either of them)?
I'm a woman, so, I don't know

The Explorers had a problem with the belt tensioner bearing making a loud whining noise. have this checked out first as it is a pretty minor repair (under $100).
The alternator could run you $2-300 depending on where you get it done and the quality of parts used.
About the same for the water pump. Less for parts, more for labor.

The water pump cost about 50 to 75 dollars and the alternator about 100 to 225 dollars and plus the cost to install them. Sorry I cant give you a dollar amount for install but it isn't cheap. Maybe you could ask a friend or family member to help you out.

what type of whining sound? Usually whining sounds are cause of not having enough power steering fluid in your car...

Could be the fan belt. Or your power steering fluid is low.

check the power steering fluid.it could be almost out.they will make a noise like that when they are low.
