an answer is generally factual and short. A response is an expansive reaction to a statement or question. It does more than answer a question. It connects the question or statement to other ideas. It may include the respondent's emotions relating to the statement or question. It may give several alternate opinions about the statement or question.
Often in English classes, teachers as for a "reader's response." This is paragraph or short essay about a literary work. there may be no specific question to answer at all.
