Switch internet service providers or the download site. Depending on what you're downloading and where from, you probably cannot download it any faster. My download usually vary by the source. If i download from microsoft i usually get speeds 80kb - 140 kb per sec versus on limewire 3kb/sec to 90kb/sec. It all just depends.

Are you talking torrents?
If so, google these words: "azureus half open 4226 patch sp2" to find a little patch which will boost the number of files your torrent program can handle at once. It's limited by windows service pack 2, so if you don't have sp2 installed ignore this!
Install it, type "y", and when the warning box looking for the sp2 disk comes up, click cancel, then in the next box click yes, to make it keep the new settings.
It's looking for the sp2 disk cuz you're changing it's settings and it's trying to reset them is all.
I forget where to find it but those keywords will hook you up.
It won't make a big difference but it's good to have. Make sure any useless programs running in the background are closed. Look in the task manager and see if you can spot anything you know you can kill.

Short of paying for more bandwidth on your internet connection, no not really.

All you can really do is pay for the next step up, and even then you are not guaranteed faster downloads.

Move closer to the access point.. get a better signal or tthe app you use may have some bandwidth settings to change....

It will download as fast as possible by default.
