I suppose that a betta fish fits that description best, but do know that all fish do best with clean water (filtered) and with heated water (unless you have coldwater fish).
Instead of going to petsmart for your stuff, why not take a look through craigslist.com or your local classifieds? You can probably find a decent, 5 gallon set up with a small filter and heater for the same price that a bowl would cost you at petsmart.
If all you can accommodate is a bowl, then get the biggest one you can, and get a betta fish to go in it. Place a lamp near the betta's bowl to provide heat because they like warm water (78F), and do 50% water changes each and every day using a clean turkey baster to suck out half the water and any uneaten food, or poop; it only takes a few minutes and your water will be cleaner.

It really is best to get a tank with a filter. There are many smaller tanks which come with great filter systems for a decent price. Look for a bio wheel filter because they work incredibly well. If you are looking to get a betta fish it is possible to keep one without a filter with the aid of java moss. A tiny amount of this moss will clean the water of nitrates, which causes the majority of betta illness. However be careful because it can take over your tank. Also don't believe what they say about bettas enjoying a small tank, the larger the better. The larger the tank is, the easier it is to care for it. If you want a fish that requires little or no care, no filter, no heater, etc., your best bet would be to get those plastic or glass fish that float in the tiny bowls or those fake aquariums. While each have different specific requirements, all fish have certain levels of care, maintenance, water, filtration and temperature requirements that, if you're not certain you're ready to devote the time to, you would be better off looking at the options of fake fish and fake aquariums instead. EVEN BETTA fish...
need filters. Betta's need heaters too. ppl who keep bettas in little glass bowls are being cruel if they know it or not. My betta is sitting on my desk in a five gallon heated and filttered tank... and he is ACTIVE as all bettas would be if they didn't sit in their own filth in a too cold bowl.

Get a Betta. They live in little bowls. No filter, no heater, just an easy fish to keep. Just remember when you change the water to : Make sure that the new water is room temp, and that the new water is either filtered or distilled, not straight from the tap!

Just about the only fish I could recommend is a betta. You can put one in a 1 gallon bowl and just clean out the bowl every 3-4 days. A larger bowl would be even better.

plattys are good, their cheap and can withstand about anything, neons are also good and cheap..ask the sales person and all fish need a filter.

if you want a simple fish, get the ones in the very small jar that costs about 5 bucks. they usually come in dark blue or dark red.
