Answer: MCL 257.612 (1)(c)(ii) states in part, "Vehicular traffic facing a steady red
signal, after stopping before entering the crosswalk on the near side of the
intersection or at a limit line when marked or, if there is no crosswalk or limit line,
before entering the intersection, may make…a left turn from a 1-way or 2-way street
into a 1-way roadway carrying traffic in the direction of the left turn unless prohibited
by sign, signal, marking, light, or other traffic control device.
The same rules apply to turning right on a steady red signal. Unless prohibited, a right
turn on a steady red signal may be made from a 1-way or 2-way street onto a 2-way
street or a 1-way street carrying traffic in the direction of the right turn.

In most US states you can unless:
1- There is a sign stating "No turn on red light".
2- There are pedestrians that have the green light, if you turn and a cop sees you will get a ticket. It does not matter if they had just started walking or not, or how far they are.
In France, most definetely you cannot turn left on a red light.

No, of course not. Unless there is a sign (highly unlikely), you must stop at the red light and wait for it to change to green. Sometimes, there MAY be a green arrow, indicating that it's all right to turn with the red light showing, but that is very, very rare.
Of course, you can do anything you want ...if you don't mind the ticket or accident!

Maybe if you live in DC. Most people there go wherever they want to go red light or not. No one seems to understand what a red light is or ,for that matter, a turning lane.

No. Think about it. At a red light the cars that are crossing in front of you are coming from the lane closest to you. So if you were to try to turn left you would have to cross a few lanes of traffic, potentially putting you into ONCOMING traffic for the time it takes you to cross into the right lane.

GaryO is actually correct ...of course this will vary depending on state but in NYS at least...it is legal...however I can't think of anyplace I've seen an intersection with a one way street crossed by another one way street going left except in NYC where all turns on red are prohibited...a bit of a catch22.

NO!.. you must wait for either a green arrow or the light to change green. If just the light has changed green, you must yeild to the oncoming traffic. If you have an arrow, you are free to turn left without yeilding.

In most places no. I have only seen a couple of places that allowed it. Galveston, Texas has some places along Broadway where it is sort of allowed. I would guess that it would technically be a violation, but if people did not do it then all of traffic would be messed up.
