Clearly so. Without language, a person would be highly constrained to be creative. Without language, could you have created this thought, let alone have put it on the web?

I believe the answer is at least "sort of."
The purpose of a broad vocabulary is not to be able to use big words, but rather to be able to encapsulate the thoughts those words convey.
Language is not limited to speech. As an artist develops in skill they enhance their ability to express their vision.
In the academic field this is true as well. Someone in Physics 101 just don't have all of the "language" to understand what is known about Physics. As they build on it, so does their own potential for creativity and expression.
