In a Congressional sense anything that is termed "bipartisan" means that it has sponsors from both the Democratic and Republican parties. Often these are the best of the bills because there is room for consensus. Something from strictly one side or the other is usually partisan and not good for the country. We need more and more bipartisan plans, and bills in Congress. So the bipartisan plan for Iraq is one that is sponsored by and can be agreed to by people on both sides of the isle.
